Battery Park City Parks Conservancy
Battery Park City Parks is a narrow, landscaped parkland consisting of walkways, gardens and lawns along the Hudson River. It stretches from Rockefeller Park, at Chambers Street, to Robert F. Wagner, Jr. Park, adjacent to Battery Park on the New York harbor.
From north to south, here are some of the public art works, and a memorial, to be found:

Pylons by Martin Puryear. Esplanade, just north of North Cove.
Irish Hunger Memorial by Brian Tolle. Vesey Street and North End Avenue.

Battery Park City Parks Conservancy is a non-profit organization that oversees the maintenance of 36 acres of parkland in Lower Manhattan.
